the actuator for the hub locking is faulty and not engaging the hub correctly. There may be badly worn teeth to engage or broken parts in the hub.
Have an accredited drive line shop check it out.
your front axle has a vacuum pot on the back side. make sure your getting vacuum in four high. if not there is a vacuum switch on your transfer case that could be faulty or the supply line for vacuum from the motor could be broken.
you need to stop both front wheels from turning to see if 4 wd is working
just stopping one side means nothing as the diff action is operating and making the opposite wheel go faster
If you jack up the tires on the front end and manually rotate the left side of front wheel, the right side should remain stationary if the 4-wheel drive is truly disengaged.
Once you confirm that, check that the connector to the actuator switch is ok. It's mounted on the front axle on the drivers side. Check all the vacuum hoses attached to it as well.
check both front lockouts,1 side or the other could have broken, unlock 1 side and reach underneath and try turning the axel on the other side-----if it turns all the way around, then replace that lockout,if it doesnt turrn then try unlocking that side and lock in the other side and see if you can turn it,if so then replace that lockout.if not then something might be wrong with the transfercase to the way it engages
I have a 19934x4 bought it with 4 wheel drive notworking. indicator lights for 4x4 would notlight up but transfer seemed to be shiftin ok. frontaxel woul ot ingauge. I repled the front axel actuator an works fine now no problem. actuator is on the passenger sid back of the front axel pigand has a plug, mine was 2 wireroundpin plug but some have a flat pin 4 wire plug. 70 dollars at NAPA. wasa realy simple replacement didnt even need to jack up the truck. the actuator h a pin that electronically puses out engauging te front axel. a easy test is to put the truck in 4 wheel high. holdthe brak and givei little gas ad havesomeoneelse stand to the side ofthe front of the truck and see if the front axel spins. ifso th actutor is te most likely prblem. hope this helps.
Check the front wheel bearings for play and also while the wheel is off the ground lock the front hubs, grab the axle behind the wheel and see if it is engaged. If not then you will need to take the hub apart and find out what is broken.
vacumn pod on the front axel is stuck on. Jack up the front wheels spin both tires at the same time and see if the front drive shaft turns. If it does the 4x4 on the axel is engaged. The front drive shaft on these should not turn when vacumn pod is disengaged. YJ's have a split axel on the right side inner axel shaft.
