Then you must have a wiring problem at the rear tank electrical
connector or at the fuel pump.
Fuel Pump & Sender Connector - Description & Operation
The fuel
level sensor consists of a float, a wire float arm, and a ceramic
resistor card. The position of the float arm indicates the fuel level.
The fuel level sensor contains a variable resistor that changes
resistance in correspondence with the amount of fuel in the fuel tank.
The PCM sends the fuel level information via the Class II circuit to the
Instrument Panel (I/P) cluster. This information is used for the I/P
fuel gage and the low fuel warning indicator, if applicable. The PCM
also monitors the fuel level input for various diagnostics.
CAUTION
Fuel Vapors can collect while servicing fuel system parts in
enclosed areas such as a trunk. To reduce the risk of fire and increased
exposure to vapors:
- Use forced air ventilation such as a fan set outside of the trunk.
- Plug or cap any fuel system openings in order to reduce fuel vapor
formation.
- Clean up any spilled fuel immediately.
- Avoid sparks and any source of ignition.
- Use signs to alert others in the work area that fuel system work
is in process.
Removal & Installation
To install:

There are two ways to do this; One: you can find the wire that is
behind the brake booster or around the fender on the drivers side near
the back. It will be a red wire that has an end on it that looks like a
plug, but its not plugged to anything. This is what this wire is for,
so you will need to hook 12 volts to it, and you will hear the fuel pump
come on. Allow it to run for about 10-15 seconds, and unhook it. The
engine should now start & run fine. Second: you can purchase a
spray can of carb/choke cleaner at a parts store, remove the air cleaner
hose going to the intake/throttle body. Hold the throttle wide open,
and spray about 4-5 seconds directly into the throttle body. Move the
can back, and start the engine. It will run for a few seconds, and
stall again. Repeat this until it runs on its own.

Sounds like you will have to change the fuel pump.

Sounds like a short maybe. maybe the wire completely broke? if you know a technician, see if the fuel pump is even getting power when key is on

Check your fuel pressure to ensure proper pressure to the block, also did you replace the fuel filter.

AIR-make sure you have a clean air filter and your MAF (mass air flow sensor is plugged in) if you pulled your breather to innspect anything, there is a possibility that it came unplugged or you unpluged it and forgot to hook it back up, a car wont start without it being plugged in if equiped
SPARK-Make sure your car has juice to the plugs, if the plug doesnt fire the car wont run, if you have to pull each plug and ground them to the engine block to see if they arch. If not trace the problem down (if you changed the fuel pump you have some mechanical skill and should be able to troubleshoot a spark issue)
FUEL-Check for proper pressure, dirty fuel filter(s) and if your system has a return line, make sure your hoses didnt get crossed cause this will damage the engine and regulator.

You have to check for spark and fuel pressure. The 3800 motor can have a bad module (sits right below the coil pack, as well as bad coils. Also check for fuel pressure. I put a brand new dealer pump in a 93 Olds once and it was not putting out enough pressure to engage the injectors. Section 4 in a Hayes manual found at most Advance and Auto zone stores will give you the fuel pressure reading you need.
