Driver's side windshield wiper stopped working duing a heavy rain. I can move it by hand easily. Has the linkage come loose?

Hello, I would say that is exactly what has happened. If you can move the wipers with no resistance it's likely one of the bolts has come loose. Both wiper arms are linked to one wiper motor.

    I opened my cavalier and it turns out that some piece of plastic called A wiper Linkage Bushing got old and broke off on both sides. They are hard to find but It's probably the only thing to replace. You can make your own out of some screws and washers but the correct piece might be better. I think its made so that If your wipers get stuck they won't break the motor or burn it.

The linkage for the wiper arms are for a pressed on fit.
you need a new linkage it its sloppy as you state

You need a new windshield wiper arm , There are splines on the inside that wear out , cheap pot metal . I replaced bunches on GM vehicles !

Either the wiper arms are loose or stripped on the pivots or the wiper linkage is broken. Try tightening the arm to pivot bolt. If that doesn't work, remove the plastic cowling and examine the linkage. You can buy new linkage for it.
