I think you might have a separate flasher for the turn signals under the dash. The turn and hazard flasher would look alike. Turn you hazards on and find the flasher for it under the dash. You will probably be able to feel it working and hear it clicking. The other flasher under the dash is for the turn signals. Try replacing that one. I think it was in later years they began to combine the two into a single composite flasher.
you could have a bad flasher unit causing this.you say hazard/flasher not working.do you mean just the signals not working and think the hazards won`t work or are the hazards not working.there are two flasher units one for signal and one for hazards.you could have a problem with the signal switch as well.
The turn signal flasher relay may have a problem.Turn on the hazards and follow the clicking sound to the source and usually the hazard flasher and turn signal flasher are very close to each other.Remove the one that is clicking and put it in place of the turn signal flasher.If the Turn signals then work you will need to purchase a new turn signal flasher relay.They are usually just a few dollars.

The hazard flasher is located in the convenience center, under the dash,
on the left side kick panel. The turn signal flasher is installed in a
clamp attached to the base of the steering column support inside the
car. In all cases, replacement is made by unplugging the old unit and
plugging in a new one.

The hazard lights has it's own flasher, change the flasher for the turn signals and see if that works. To find out which flasher it is, put on the hazard lights, and put your finger on the flashers, which ever one you don't feel clicking is the turn signal one.
first thing is replace both flashers one for signals and the other for hazards. if they still dont work then its your signal light switch, also check all fuses before you do anything.hope this helps.
Try your hazard lights. If they work, then it's your turn signal flasher. With your hazards on, listen under the dash for the constant "clicking". Locate the flasher for your hazrads... the turn signal flasher should be near it. Once you find it, just pull it out and replace.
You can use your hazard flasher in place of your turn signal flasher, just swap the two. This will get you to the store to buy a replacement.
check the signal flasher ( little silver or colored can in fuse panel or under dash. 4 ways have 1 flasher and the signals have a seperate flasher. Put hazards on to hear click, to determine which flasher is which. Hope this helps
Turn signal flasher module is behind dash left of steering column near chime module. I have a 94 Seville and I had that same problem you need a Turn Signal Flasher Moduel, I forgot the proper term for it but I had to get mine replaced too. When I hit the signals to turn the side light would come on but the signal light wouldn't. Its a little box you get from Cadillac it only cost like $20 - $25 and you get it installed and trust. It'll work again. I just got mine done this week and my car now has turn signals again.
