Well I can tell you that this issue is as common of a problem as gaining weight eathing fast food every day... The most common issue with the 2.0 engine that they used int he neon as well as many other vehicles is the head gasket. The factory gasket leaked on almost every one of these things, in my years as as service tech and Service manager of dodge dealership I couldnt count on my fingers, yours and anyone else who volenteered to help as to how many head gaskets we repalced for this concern. Yes everything the others have commented on are possibilities, but if the oil is where you say it is then the problem is the head gasket. To verify just jack up car and roll under it and look up the back side of the motor up towards where the power steering resivor is located.. you will see oil everywhere and all around the surface from the head gasket and below...So if you have a neon, cirrus, strattus, etc with at 2.0 SHOC engine and have a bad oil leak.. I would be checking that head gasket...
    Hope this helps someone out
    Sincerely
    Roger

There is an opening on the top of your timing cover sealed off with a rubber plug. Remove the plug to gain sightful access to inside your timing. But first I suggest you clean your engine first ot all grease and build up caused by your leak. In diong so, you will have a clearer idea of where the leak is actually coming from. I just rebuilt a 2000 neon, so if you need some info on anything , I have your info.

My power steering fluid in my dodge neon is green???

Well I am a master Certified Chrysler tech and Chrysler has been using a Clear to yellowish Power steering fluid for many years now. In most vehilces power steering fluid is pretty much standard automatic transmission fluid (thus the red color) The only fluid that that car came with that was green was the antifreeze. There may case where someone has service the power steering system and replaced the factory fluid with an aftermarket fluid which is green tinted in color.. Cant say that working 17 years at a 9 franchise dealership that I have ever seen green power steering fluid, but anything is possibile I guess, Reguardless that is not whats causing the car to not start. I would venture to say that since the power steering resivor and the radiator cap are a few inces from each other that your dad has accidently took off the wrong cap. The clicking when starting is either a weak battery (most likely) or a corroded cable situation at the battery.(possibile) or a defective starter (rare) Try jumping it with jumper cables... Then get the battery and charging sytem checked..
Hope this helps
Sincerely
Roger

Over heating

im not sure if the 2004 m45 is quite the same, but check the oil level in the pump resivore for the fan,if its the same then it has a hydralic fan.The resivore is located under the plastic cover between the engine and radiator closer to the drivers side and it looks like its for the power steering pump oil.It has 2 lines,1 goes to the radiator,or cooler in the front of the radiator, the other 1 goes to the fan .

Blue smoke from tail pipe 98 neon no leaks i can see

It sounds like you could need some new piston rings. when they go bad it causes oil to get by into the combustion chamber and burn when the engine fires.

Spark Plugs

The oil on the spark plug usually comes from the valve cover seal or the spark plug tube. The valve cover seals to the tube and the tube seals to the head. The tube is usually a tight fit in to the head with a little sealant. The tubes can be purchased at the chrysler dealer or possibly at a local parts store. As for the red fluid,it is automatic transmission fliud . It is used in the manual transmission as well as the power steering system. You could have an axle seal leak, transmission shifter seal leak, power steering seal leak, depending on which side of the vehicle is wet.

97 neon oil leak

Solution: Maybe.

Rear main seal is probably the problem.

My 1997 Dodge Neon has this same problem. My father-in-law (who used to be a mechanic) checked the car for me and found the rear main seal needs replacing.
