Sounds like the fuel pump ...yes starting fluid will start the vehicle but consider it will damage your components and you risk many internal issues especially with today's electrical components ..if a constant pressure is not maintained and a fuel pressure test can be done at many part stores to tell you the exact pressure and what it would be at {For Free} i am also considering you to check all the vacuum lines for dry-rot as this will also contribute to this issue try carburetor choke cleaner around the intake manifold and vacuum lines to see if there is a change in the motors performance ...but im nearly 100% certain you will find it is the fuel-pump ..
May have low fuel pressure or an alot of these older cars a defective coolant temp sensor can give you hard starts
An 87 4Runner has a 22RE 4 cyl. engine. Check / replace the cold start fuel injector. It is a 5th injector that only actuates when starting a cold engine.
Look it up in your Haynes manual where to locate & how to test / replace.
