When cranking engine it will spin over for several seconds 30 - 40 before cranking, I changed the fuel filter tried several gas additives and also premium gas, if I turn key on for 15 - 20 seconds engine will crank easier, is fuel pump going out
Could be fuel pump, or dirty or fautlty injectors. The gas additives only clean partially, not sure of recommendations here, but most mechanics claim you need to pay them to hook up a high pressure cleaning system to do a thorough job on injectors.
Best bet would be to check fuel pressure with a pressure guage, I used to have on of those, not sure if it would work in today's fuel injected engines.

I'm assuming that this is a gas not a diesel engine. Have you had it scanned for OBD trouble codes? Almost all cars and trucks had to have OBD2 after 1996. If you have to pay for this ask at 4 or 5 places
as prices can be VERY different.
Using starting fluid isn't really helping here. When you use the starter fluid it is the only fuel the engine is getting.
Change the filter! You will be surprised how much trouble an old dirty one can cause. Check the chassis rail on the driver's side of the truck, back next to the fuel tank. Some models of F150 do have an inline filter. It's about the size and shape of a soda can with a pipe out of each end. Be careful when you remove it as it will spill fuel all over your hands. REMEMBER this is gasoline your working with!
After the filter's changed if it's still a no start what is it doing when you turn the key? If the engine just spins normally but isn't trying to start it is possibly a spark issue. If it's spinning, trying to start and stalling out it is commonly a fuel supply issue. comment below with more information and I'll try to help you more.
check air filter to see if it is clogged. if it isn't check your fuel filters. you have one on the fire wall and one underneath the car on the driver side connecting the engine to the gas tank. open your truck, uncover the inside right fender panel, push the button on the switch and release the button. the button should pop out. the button has wires going to it. it is attached to the well wall under the cover you removed. try to start your car several timestil it will not even try to start. this release the gas pressure in your gas line. now you can replace both filters. after you replaced both gas filters, push the button in to reset it. try to start your engine, pump the gas pettle several times while you are cranking the engine. this will put gas pressure back in your gas line and into your engine. the gas filters should be changed according to manufacture time requirements. call ford parts department and ask how often the gas filters should be changed. any other information can be obtained at any auto parts company. try this first and hope it's not your fuel pump. your fuel pump is inside the gas tank. my fuel pump part caused $300. i recommend you buy it from ford. you don't want any gas leaks and ford will match it up if you need it.
Disconnect your fuel line from the Fuel tank, take off the fuel filter and allow it to drain. Renew fuel filter and fill filter cup with diesel. Open line going to the injectors from the filter cup and allow to drain. Turn on the ignition while the line is disconnected and allow the pump to flow clearing any residual gas, do not crank the engine. With the fuel line disconnected from the injector, remove the glow plug relay. Crank the engine several times for 10-15 seconds at a time to cycle the fuel through without spark. Re-connect the fuel lines and replace the relay. Make sure that you have primed your fuel system as if you had ran out of fuel which by this point it already should be. Start the engine and run for 5 seconds, shut off, repeat this start cycle several times and you should be good.
Assuming you don't have an engine light on,the first thing i would try would be changing the air filter. Then the fuel filter. When the fuel filter is plugged , or partly plugged, the pump will try to overcompensate and it will flood, and burn too much gas. If not that, then there will be a problem witht he emissions system, fuel system or electrical system. But the above is where you should start.
It may take 3-4 times cranking for a few seconds, with a 5 second pause
between to get fuel up to the engine. Also may have sucked up some
dirt/debris into the fuel pump after running it dry. May want to change fuel
filter. you can try to have someone bang on the bottom of the tank
while someone else cranks engine. Sometimes this will free up a stuck

Have a look at the distributer cap and rotor button,if they have carbon build up or corrosion then replace them.Also listen for the fuel pump to stop before cranking the engine,if it starts better when you do this try a new fuel filter.
try changing the fuel filter and turn the key on and off several times before starting engine. once running check the vaccum line on the fuel pressure regulator.the regulator can leak fuel from that connection.
My 98 Cherokee was the exact same. I used to have to turn the key back and forth 3 times and then it would start. Otherwise it would just crank and crank for a while and then start. Pretty embarrassing! Took it to the dealer and they said that my fuel pump was losing pressure. I changed the fuel pump and I don't have to prime the pump anymore.
