It's my understanding that, while common, Anti Thief Alarms are optional, based on options packages and trim levels. Its possible that you car was not factory equipped with this feature.
If it is equipped, it sets to on when the car is locked. Press your key fob lock button twice and look through the window at the instrument cluster, to see if you can see a LED flashing. Whether equipped with a LED or not, the easiest way to test the system is to roll the drivers window down and double lock the door. Then reach in and open the door by using the inside handle. If the system is set, the horn will start honking and headlights flash.

Your horns are mounted to the front side of the radiator core support, or the metal framework that the radiator bolts to, that is mounted between the front fenders, and behind the grillwork. Many vehicles have 2 horns,

The central locking will not work when a door is open. find the door which is ajar and fix the door switch. Could be a stuck switch (either open or shut) May just need a whack with a soft faced hammer on the door frame. Don't hit it too hard you could dent the panels.
