Look in your fuse panel and read fuses. look for anything that may be in the correct circuit. Or with a 12 volt test light check each fuse for continuity.
In the fuse box
AFAIK, the fuses are #29 & #30 ffor the right & left side Cigarette lighter/ APU sources.
These fuses are in the engine bay fuse box.
Check them out & replace if necessary.
If a fuse keeps blowing-out, it's a sign that the circuit is being overloaded.
Don't put a bigger fuse in it,
find out WHY it's being overloaded.?
If necessary, fit an additional APU from a seperate fused spur at the main fusebox, so that your system is NOT overloaded & doesn't catch fire due to overloaded wiring.!

Under the hood, under the brake master cylinder. There is a label on the inside of the fuse block cover. Replace the one that says "CIG LTR" it's also the power link for the ODBII port. After you replace that fuse, your code scanner will recognize that it is hooked up.
