engine cooling should be a close circuit. there should have not over flow. however, the is a over flow container in the from of the car to catch any overflow.
the little tube may be the overflow tube that suppose to go to the overflow container.

The valve cover gaskets will leak and cause the exhaust manifolds to smoke. You will notice it when you park car or at a stop light.

You replaced intake manifold gasket and now have this problem. Sounds like an overheating problem. It is possible you cracked the manifold when you tightend it down and that is letting pressure back down the water system but I don't believe that is likely. The only other time I had this problem when it wasn't the Thermostat sticking was when I had a head gasket leak to the coolant side. It let pressure into the coolant system and caused this but didn't exhibit leakage into the cylinders. Remove the thermosat and see if that relieves the problem. If so replace thermostat and enjoy. head gasket it sounds like you have a warped head antifreeze burns white remove and have it milled and magnafluxed to check for cracks that will core your problem
