when you hold the accelerator does the vehicle stay running? if so the problem is in ithe IAC idle air control motor, take a small screw driver and using the handle tap the iac motor and usualy the motor will kick in and the vehicle will run fine then if the problem is rectified replace the IAC

most likely the shift tube bushings are bad- you may have also lost a few screws in the shift tube or they could just be loose. you have to pull the steernig column down to inspect/repair it.

The 2008 crown victoria interceptor has 2 fuse boxes.
One under the dash next to the driver door.
The other is under the hood, if you are facing the engine, the oblong fuse black box #2. This fuse box is closer to you then the firewall.
The fuse for the wipers is #110 in the 2nd fuse box
The fuse to the wiper washer fluid motor is #7 in the 1st fuse box.
I already had Taken the #7 fuse box 1, for the washer fluid motor running.
For the wiper motor to be turned off, It stated #7 and #110. Hence I don't know if the wiper motor would have had to have #7 out or not.
