what is the issue? May not be the blend door motor. Big job.

The climate control assembly has three control knobs (18519):
  • The airflow control or function selector knob controls vacuum and electrical applications.
  • The temperature control knob, attached to the potentiometer, controls the position of the A/C electronic door actuator motor (19E616) mounted on heater air plenum chamber (18471).
  • The blower motor control knob, attached to the heater blower motor switch (18578), provides four speeds of blower motor operation.

A/C Electronic Door Actuator Motor Removal
  1. Disconnect battery ground cable (14301). Refer to Section 14-01 .
  1. Remove instrument panel (04320). Refer to Section 01-12 .
Instrument Panel Removal
  1. Position wheels straight ahead.
  2. Disconnect battery ground cable (14301). Refer to Section 14-01 .
  3. Raise vehicle on hoist. Refer to Section 00-02 .
  4. Remove RF wheel and tire assembly. Refer to Section 04-04 .
  5. Remove retaining nut in radiator coolant recovery reservoir area.
  6. Remove bolt retaining front fender apron (16054) to front fender (16005).
  7. Position front fender splash shield out of the way.
  8. Lower vehicle.
  9. Tag and remove wiring connectors.
  10. Remove retaining screw in parking brake control (2780). Remove parking brake control.
  11. Remove screw retaining instrument panel steering column opening cover reinforcement (04502).









  12. Remove steering column assembly. Refer to Section 11-04 .
  13. Remove from the LH and RH cowl side trim panels (02345).
  14. Remove lower cowl side trim panels.
  15. Tag and disconnect wiring connectors in LH and RH cowls.
  16. Remove ground wire assembly.
  17. Remove retaining rivet in the passenger side of the instrument panel (04320).
  18. Unsnap the instrument panel finish panel (04338), center and RH.
  19. Unsnap the instrument panel finish panel, (LH).
  20. Remove and disconnect the radio chassis (18806).
  21. Remove retaining screw in the instrument panel finish panel.
  22. Position the instrument panel finish panel out of the way.
  23. Tag and disconnect the wiring connectors.
  24. Remove retaining screw in the passenger side air bag module (044A74).
  25. Disconnect the electrical connector to the passenger side air bag module.
  26. Remove and disconnect the instrument panel upper finish panel (044A90).
  27. Remove instrument panel to cowl brace retaining screw.
  28. On Crown Victoria, Grand Marquis, remove screws retaining instrument panel finish panel (044D70) and remove instrument panel finish panel.
  29. Remove retaining nut on the instrument LH and RH lower finish panel.
  30. Remove instrument panel cowl brace (045D56).
  31. Disconnect vacuum hose on the harness assembly.
  32. Remove upper and lower screws retaining instrument panel finish panel to dash panel (01610).


  1. Disconnect the A/C electronic door actuator motor electrical connector.
  2. Remove four A/C electronic door actuator motor retaining screws.
  3. Remove A/C electronic door actuator motor (19E616).

Instrument Cluster Finish Panel

Removal and Installation

1. Remove three screws along the bottom of instrument panel steering column cover (04459). Pull on instrument panel steering column cover to unsnap the three clips across the top of the instrument panel steering column cover. Remove the lower instrument panel steering column cover.

2. Remove four screws retaining the steering column shrouds (3530) together and remove the steering column shrouds.

3. Remove the three screws retaining the bottom of the cluster instrument panel finish panel (044D70).

4. Remove two screws retaining the cluster instrument panel finish panel above the instrument cluster face.

5. Pull cluster instrument panel finish panel to unsnap one retaining clip above the LH A/C register (19893).

6. Pull cluster instrument panel finish panel to unsnap three retaining clips on the RH side vertical edge.

7. Pull cluster instrument panel finish panel away from instrument panel (04320) far enough to disconnect the wiring connector(s).

8. To install, reverse Removal procedure.

I've never done #2, and #1 refers to the panel below the steering column. To remove it completely, pull it towards the driver's seat. There may be retaining clasps on it also.

Removal and Installation
  1. Raise vehicle on hoist.
  2. Remove RF wheel and tire assembly. Refer to Section 04-04.
  3. Remove three nuts in radiator coolant recovery reservoir area.
  4. Remove bolt retaining front fender apron (16054) to front fender (16005).
  5. Position front fender splash shield out of the way.
  6. Lower vehicle.
  7. Tag and remove main harness connector from jumper harness (located in front of blower motor).
  8. Remove LH instrument panel lower insulator (043A89) and instrument panel lower insulator (043A88).
  9. Remove steering column. Refer to Section 11-04.

  16. Remove instrument panel upper finish panel (044A90) and disconnect the A/C sunload sensor (19E663) if equipped.

    Remove one nut and one bolt retaining left side of instrument panel finish panel (044D70) to cowl panel. Remove one nut retaining right side of instrument panel to cowl panel.

Instrument Panel Removal
  1. stv~us~en~file=ani_caut.gif~gen~ref.gif WARNING: THE BACKUP POWER SUPPLY ENERGY MUST BE DEPLETED BEFORE ANY AIR BAG COMPONENT SERVICE IS PERFORMED. TO DEPLETE THE BACKUP POWER SUPPLY ENERGY, DISCONNECT THE BATTERY GROUND CABLE AND WAIT 10 MINUTES.
    Disconnect the battery ground cable (14301).
  1. Remove the access cover from the bottom of the steering wheel (3600) and disconnect the driver side air bag module electrical connector.
  1. Open the glove compartment, then pull the access panel from the top of the glove compartment. Disconnect the passenger side air bag module electrical connector.
  1. Remove the four console compartment plastic screws or C/D changer cover plastic screws (if equipped) and the console compartment door (045G36) or C/D changer cover.
  1. Remove the two LH inner instrument panel lower cover screws and the plastic nut.




  1. Remove LH inner instrument panel lower cover (044L97) and disconnect the foot lamp electrical connector.
  1. Remove the two RH inner instrument panel lower cover screws and the plastic nut.
  1. Remove RH inner instrument panel lower cover (045G22) and disconnect the foot lamp electrical connector.
  1. Remove the plastic screw, two lower screws, two center bolts, two upper screws and the screw at the instrument panel bracket, then separate the glove compartment from the instrument panel (04320). Disconnect the glove compartment striker plate catch electrical connector.




  1. Remove the two instrument panel to passenger side air bag module bracket bolts.




  1. Remove the four passenger side air bag module nuts and the passenger side air bag.
  1. Remove the RH instrument panel screw.




  1. Remove the four C/D changer screws.




  1. Remove the C/D changer and disconnect the C/D changer electrical connector.
  1. Remove the instrument panel ash receptacle (04810).
  1. Remove the two upper center instrument panel finish panel screws and the two lower center instrument panel finish panel screws.




  1. Remove the center instrument panel finish panel and disconnect the cigar lighter socket and the cigar lighter illumination lamp electrical connectors.
  1. Remove the two instrument panel ash receptacle bracket screws and the instrument panel ash receptacle bracket. Disconnect the instrument panel ash receptacle lamp electrical connector.
  1. Carefully pry the center A/C register from the instrument panel.




  1. Remove the hose from the ambient temperature sensor and disconnect the ambient temperature sensor electrical connector (if equipped).

    Remove the four radio chassis bracket screws and pull the radio chassis (18806) and climate control assembly from the instrument panel.
  1. Disconnect the three radio chassis electrical connectors, the antenna lead, the three climate control electrical connectors and remove the radio chassis and climate control assembly.
  1. Remove the plastic screw, the two instrument panel steering column cover screws and the instrument panel steering column cover (04459).
  1. Remove the four LH instrument panel reinforcement bolts and the LH instrument panel reinforcement. Disconnect the diagnostic electrical connector.




  1. stv~us~en~file=ani_caut.gif~gen~ref.gif CAUTION: Electronic modules are sensitive to static electrical charges. If exposed to these charges, damage may result. Refer to Module Service Procedures in Section 18-01 .
    Remove the instrument cluster (10849). Refer to Section 13-01A (electronic cluster) or Section 13-01B (conventional cluster) for the removal procedure.
  1. Disconnect the seat belt warning chime electrical connector. Remove the two seat belt warning chime screws and the seat belt warning chime.
  1. Remove the four steering column nuts and lower the steering column assembly.
  1. Remove the two LH instrument panel screws.




  1. Remove the center instrument panel screw.




  1. Remove the LH inner duct screw and the LH inner duct.




  1. Disconnect the power outside rear view mirror control switch electrical connector.
  1. Pull off the upper portion of the LH inner door opening weatherstrip. Remove the windshield side garnish moulding (03598).




  1. Pull off the upper portion of the RH inner door opening weatherstrip. Remove the windshield side garnish moulding.
  1. Remove the instrument panel upper moulding (04268) and disconnect the sun sensor electrical connector (if equipped).
  1. Remove the light sensor amplifier from the top right side of the instrument panel and disconnect both light sensor amplifier upper and lower electrical connectors (if equipped).




  1. Remove the instrument panel center nut.




  1. Remove the two instrument panel upper bolts.
  1. Remove the instrument panel from the vehicle.

How to replace instrument panel in 1996 grand?

Removal & Installation
  1. Disconnect the negative battery cable.
CAUTION The vehicles covered by this manual are all equipped with a Supplemental Restraint System (SRS), which uses an air bag. Whenever working near any of the SRS components, such as the impact sensors, the air bag module, steering column and instrument panel, disable the SRS, as described in Section 6.

THIS SHOULD READ STEPS 1-60:

  1. Disable the air bag system.
  2. Remove the screws that hold the lower instrument panel console to the floor bracket and instrument panel.
  3. Move the console rearward from around the instrument panel supports.
  4. Remove the lower instrument panel console.

  3. Disengage the retaining clips securing the cover to the instrument panel.

Remove the left instrument panel end cover

  1. Remove the left instrument panel end cover by performing the following;
  2. Open the driver side door.
  3. Remove screws holding the parking brake release handle to the instrument panel.
  4. Remove the screws that hold the bottom of the lower steering column cover to the instrument panel.
  5. Remove the screw that holds the right side of the lower steering column cover to the instrument panel.
  6. Disengage the parking brake release cable case from the groove on the end of the parking brake release handle, then disengage the cable end pivot from the slot on the release handle.
  7. Disengage the retaining clips securing the end cover to the instrument panel.
  1. Disengage the wiring harness connector from the passenger air bag module.
  2. Disengage the hidden retaining clips that secure the door sill plate from the door sill. Remove the left and right side door sill plates from the vehicle.
  3. Disengage the hidden retaining clips that secure the interior cowl trim from the cowl panel. Remove the left and right side interior cowl trim from the vehicle.
  4. Remove the A-pillar trim covers.

Glove box assembly exploded view

  1. Remove the glove box.
  2. Unplug the antenna lead connector from behind the glove box.
  3. Remove the knee blocker reinforcement panel from under the steering column.

Junction block and body control module connectors

  1. Unplug the lower two, 40-pin wiring harness connectors from the main junction block near the left side cowl panel.
  2. Unplug the instrument panel wiring harness connector from the bottom of the body control module.
  3. Unplug the two, 40-pin wiring harness connectors from the right of the steering column.

Remove the clinch bolt joining the upper-to-lower steering column shafts

  1. Remove the clinch bolt securing the upper steering column shaft to the lower steering column shaft. Separate the upper and lower shaft.
  2. Remove the nuts securing the instrument panel frame to the metal brake pedal support on each side of the steering column.
  1. If equipped with a mechanical transmission range indicator, perform the following;
  2. Remove the indicator cable loop.
  3. Remove the clip securing the gear shift cable end to the gear selector adapter.
  4. Pull the cable end from the gear selector.
  5. Disconnect the clip for the indicator cable and guide tube from the shift cable bracket and move out of the way.
  6. Remove the nut securing the gear shift cable bracket to the instrument panel frame.
  7. Remove the bracket from the instrument panel.
  8. Remove the screw and bolt holding the hood release handle to the instrument panel, then set the handle out of the way.
  9. Using a very flat pry tool wrapped in a towel to prevent scuffing or damaging the instrument panel pad, disengage the clips holding the rear edge of the instrument panel top cover. Pull up on the cover enough to unplug the wiring harness connector from the message center.
  10. Pull the top cover rearward to disengage the hooks that secure the front of the cover to the instrument panel. Remove the instrument panel top cover from the vehicle.
  11. Unplug the wire connector from the HVAC wiring harness connector behind the glove box area.
  12. Remove the bolts securing the instrument panel frame to the brackets on the cowl side panels.
  13. Loosen, but do not remove, the pivot bolts holding the instrument panel to the cowl panels.
  14. Remove the bolts securing the instrument panel frame to the dash panel below the windshield opening.

Remove the instrument panel assembly from the vehicle

  1. With the help of an assistant, remove the instrument panel assembly from the vehicle.
To install:
  1. With the help of an assistant, correctly position the instrument panel assembly into the vehicle.
  2. Install and tighten the bolts securing the instrument panel frame to the dash panel below the windshield opening.
  3. Tighten the pivot bolts holding the instrument panel to the cowl panels.
  4. Install and tighten the bolts securing the instrument panel frame to the brackets on the cowl side panels.
  5. Plug the wire connector into the HVAC wiring harness connector behind the glove box area.
  6. Place the instrument panel top cover onto the instrument panel and plug in the wiring harness connector to the message center. Install the top cover being certain to engage all of the hooks and retaining clips.
  7. Place the hood release handle in position on the instrument panel. Install and tighten the mounting screw and bolt.
  8. Install the gear shift bracket to the instrument panel.
  9. If equipped with a mechanical transmission range indicator, install the indicator cable and guide tube. Install the cable retaining clips.
  10. Install and tighten the nuts securing the instrument panel frame to the metal brake pedal support on each side of the steering column.
  11. Join the upper steering column shaft to the lower steering column shaft and secure with the clinch bolt.
  12. Plug in the two, 40-pin wiring harness connectors to the right of the steering column.
  13. Plug in the instrument panel wiring harness connector to body control module.
  14. Plug in the lower two, 40-pin wiring harness connectors to the main junction block.
  15. Install the knee blocker reinforcement panel.
  16. Plug in the antenna lead connector.
  17. Install the glove box.
  18. Install the A-pillar trim covers.
  19. Install the cowl trim covers door sill plates
  20. Plug in the wiring harness connector to the passenger air bag module.
  21. Install the left and right instrument panel end covers.
  22. Install the lower steering column cover. Be sure to install the parking brake release handle.
  23. Install the lower supports to the instrument panel frame and floor. Install and tighten the mounting fasteners.
  24. Install the lower heat duct into the vehicle.
  25. Install the lower instrument panel console assembly.
  26. Connect the negative battery cable.

How is the instrument panel removed from the dash of a 97 mercury cougar problem

1997 Thunderbird/Cougar Instrument Cluster Removal
  1. Disconnect battery ground cable (14301).
  1. Remove retaining screws and instrument panel reinforcement (017A28).
  1. Remove retaining screws and instrument panel lower shield (045G02).
  1. Make sure air bag system is properly disarmed. Remove fasteners holding steering column. Gently lower steering column.
  1. Remove screws holding the instrument panel finish panel (044D70) and gently pry off.


    Instrument Panel Finish Panel

  1. Remove four instrument cluster retaining screws. (Do not remove screws from the instrument cluster main lens (10887) and instrument cluster mask (10890)).
  1. Slide the instrument cluster (10849) to the right of the instrument panel opening and disconnect the instrument panel harness from the back of the instrument cluster.
  1. Remove the instrument cluster from the instrument panel (04320).

1997 Thunderbird/Cougar Installation
  1. Follow removal procedure in reverse order.
  1. Tighten instrument cluster retaining screws to 2-3 Nm (18-27 lb-in).

I need to remove the cover on the gauges on a 2001

Instrument Cluster Removal and Installation Disconnect the battery ground cable. For additional information, refer to Section 414-01 . Remove the instrument panel center finish panel. Remove the screws. Disconnect the connectors and remove the instrument panel center finish panel. Remove the hood latch release handle. Remove the screws. Lower the hood latch release handle out of the way. Remove the instrument panel steering column cover. Remove the screws. Remove the instrument panel steering column cover. Remove the instrument panel steering column opening cover reinforcement. Remove the four screws. Remove the instrument panel steering column opening cover reinforcement. Position the column gearshift lever in the low position. Partially remove the instrument cluster finish panel. Remove the screws. Position instrument the cluster finish panel to gain access to electrical connectors. Remove instrument the cluster finish panel. Disconnect the connectors. Remove instrument the cluster finish panel. NOTE: Illustration shows steering column removed for clarity. Remove the instrument cluster. Remove the screws. Remove the transmission range indicator and position the cluster forward to disconnect the three electrical connectors on the back. Remove the instrument cluster.

Need help with dash removal.

  1. Remove the A-pillar and cowl side Trim Panels
  2. Remove the front floor console.
  3. Depower the supplemental restraint system (SRS).
  4. Remove the instrument panel side finish panels.
  5. Remove the 2 steering column opening cover screws.
  6. Remove the steering column opening cover.
  7. Remove the 3 lower steering column cover screws.
  8. Remove the lower steering column cover.
  9. Disconnect the steering column electrical connectors.
  10. Disconnect the RH side bulkhead electrical connector.
  11. Disconnect the RH side body harness electrical connector.
  12. Remove the 2 parking brake release handle screws.
  13. Disconnect the LH side instrument panel electrical connectors.
  14. CAUTION: To avoid damage to the clockspring, do not allow the steering column shaft to rotate while the intermediate shaft is disconnected.
  15. Remove the pinch bolt..
  16. Disconnect the adjustable pedal electrical connector.
  17. Disconnect the brake light switch electrical connector.
  18. Remove the 2 LH instrument panel center brace bolts..
  19. Remove the 2 LH instrument panel center brace nuts.
  20. Remove the LH instrument panel center brace.
  21. Disconnect the transmission range selector lever cable.
  22. Disconnect the RH side bulkhead electrical connector.
  23. Disconnect the LH side body harness electrical connector.
  24. Remove the 3 ground strap bolts.
  25. Disconnect the inertia switch electrical connector.
  26. Disconnect the RH side instrument panel electrical connectors.
  27. Remove the 2 RH instrument panel center brace bolts.
  28. Disconnect the vacuum connector.
  29. Remove the 2 RH instrument panel center brace nuts.
  30. Remove the RH instrument panel center brace.
  31. Remove the cowl panel grille
  32. Remove the instrument panel bolt located under the cowl panel grille
  33. Remove the instrument panel defroster grille.
  34. CAUTION: To avoid damage to the sunload sensor and electrical connector, remove the grille just enough to disconnect the connector.
  35. Disconnect the sunload sensor electrical connector.
  36. Remove the 2 instrument panel top cowl bolts.
  37. Disconnect the antenna lead-in cable.
  38. Disconnect the RCM electrical connector.
  39. Disconnect the center ground strap bolt.
  40. CAUTION:To avoid damage to the instrument panel, an assistant is required to support the panel before carrying out this step.
      • Before removing the instrument panel make sure all electrical connector wiring is free and not hindered.
  41. Remove the 4 instrument panel bolts.
  42. Remove the instrument panel.
  43. To install, reverse the removal procedure.

86 IROC heater core

Removal & Installation
1.Disconnect negative battery cable. Drain cooling system. Disconnect heater hoses from heater core, and plug openings. Detach hood release cable. Remove both dash side panels. Remove left and right lower dash trim panels. Remove glove box. Remove 7 screws securing center accessory console. Disconnect wires on accessory console, and remove accessory console. Remove control cables at heater case.

2.Remove 4 bolts securing steering column to instrument panel. Lower steering column. Remove 2 bolts from instrument panel mounts at far left and right sides of instrument panel. Remove defroster duct trim on top of dash. Remove instrument cluster screws. Pull instrument cluster out slightly. Disconnect electrical connections and speedometer cable from instrument cluster. Remove instrument cluster.

3.Disconnect all electrical connectors from instrument panel. Remove parking brake console. Remove glove box. Remove bolts securing instrument panel support to floorpan. Remove all instrument panel mounting bolts. Remove instrument panel.

4.Separate heater case from blower. Remove 3 nuts and pull heater
