How do I change clutch adjustment arm on 1992 Subaru legacy

If you mean the release arm that goes into the transmission, removal of the transmission is required.

If you mean the rod from the slave cylinder to the release arm, undo the two bolts that secure the slave cylinder, and the rod will come out.

This requires transmission removal but make sure top have a proper clutch alignment tool which centers the clutch disc making re-installing possible

the flywheel may be shiny and slippery. Also the clutch may be very worn down. You will probably need to replace the clutch.While you have to remove the throwout bearing. replace that too.
