I have a 1992 Subaru Legacy wagon 2wd automatic.
Should be easy to access-there must be a relay block behind the glove box, or underneath the dash.
You will have to make sure what relay this is doing the clicking. I guess if you pulled it out and the fuel pump won't turn on, that could be a clue. Best test is to check your fuel pressure with a fuel pressure gauge, especially when it is acting up. Then you will know if you have a fuel pump problem or not.

1992 legacy stumbles under all conditions.no codes showing
George could be a plugged catalytic, it would be good to get it scanned because if engine light has flashed, there may be stored codes, which may give better diagnosing.

Fuse for seat belt motor
I checked the user manual of 1992 Subaru Legacy but I couldn't find the location of the fuse/circuit for the seatbelt. But I provided you the link that wil redirect you to the user manual of your car.

This includes the proper usage, maintenance of the seabelt.
