First off, what is you complaint? second there is a disconnect (have heard it referred to as a fuse) located on the battery in the cargo area that have given some problems. by the way, this car will hurt you!!!! be careful or have a trained hybrid tech check it

All of those are controlled by or influenced the BCM. You need a good auto electrician with a pro grade scan tool to check the BCM and communication to and from it.

I don't believe there is a fuse for the OBD connector. The connector is powered through the ignition switch.

Camry 2007 repalced battery , but was put in wrong, now won't start, no lights, power windows not working but the dash lights work, could it be a fuse?

Check your fusible link.It is tied into positive battery cable,goes to starter and alternator,it is burnt up.

My wrench hit something inside the fuse box under the hood and now my 2007 toyota camry won't start, windows won't roll down, but the instrument panel is working.

The wrench must have short circuited a fuse. Check all the fuses with a test light. It's probably one if the big Maxi fuses.
