The fuse box is under the instrument cluster near the steering column.

It is very common for the data link connector to not work if the cigarette lighter fuse is blown. These blow all the time due to people plugging defective equipment into them.

I cannot tell you which fuse it is, because you forgot to mention WHICH Econoline van you have...E-150, E-250, E-350, etc....Engine size would be nice too.

In all the gasoline engines that came in the E-350 for that year the fuel filter is located in the engine compartment and you will need to remove the cover to get to it. Look to the rear of the alternator and it should be right there in the fuel line. I hope this helps and good luck

check the ignition control module, it is a good place to start with the symptoms you have described

ITS THE STARTER SOLENOID.is BAd... I had the same problem! I replaced and worked fine after.

a 1.8 in an 1985 econoline van i'm pretty sure that a 240ci inline 6cyl was the smallest engine these use now if you mean 5.8 this is what you want cyl hd.105-112 ft lbs rod blts 40-45 main bearing 95-105 imtake manifold 23-25 good luck
