Typically the inertia switch is the last component interrupt before the fuel pump, meaning the signal thru the inertia switch goes straight to the pump without stopping anywhere else. NOW, when you say you have power at the inertia switch, do BOTH WIRES Have power(When priming or crankiing)? If only one has power and the other does not, the switch is either "Popped" and needs the button press reset, or the switch has FAILED. Period. If BOTH wires have power when cranking, then you have a broken wire or disconnected plug between the inertia switch and the pump.

Lots of possible problems from dead battery, dead starter, needs a tune up ( replace spark plugs and wires), bad gas, fuel pump problems, fuel filter clogged to too much moisture. Borrow a diagnostic checker from OReilly or an auto parts place in your town and get what codes come up, then figure out what each code means.

My Econoline is a 1995. There are fuel line running down that side of the frame rail. This is where the fuel filter is, these fuel lines have special connectors, which require a special tool to release. You may have a leaking connection, or a damaged fuel line. You'll have to inspect visually to determine.
