My issue is it has trouble starting when cold outside. I have a P0113 code which is a high voltage reading of the IAT sensor. My Durango does not have the sensor on the driver side where all the diagrams say it's located. Not sure why, but I can't find any sensors in the intake. If I hold the throttle to the floor when starting, it starts right up. After warmed up. I can shut off and restart with no issues.

Your IAT sensor is going to be on the intake tube.
the connector you should see is a oval two wire connector. (the normal for chevys) the other connector going to the intake tube is the mass air flow, these usually have 4-6 wires.
I can't help you with your govenor problem
SOURCE: code came back as iat sensor reading high
IAT stands for Air Intake Temperature Sensor and it is located in the intake tube coming from the air filter box tot he engine. Easiest way to find it is look at the top of your engine where it says 2200. Coming right out of that manifold is a black ribbed tube about the size of a baseball to softball. It should be going towards the direction on the front drivers side. on the back side of that tube, about 4 inches away from the intake manifold (the things that says 2200) is a plug with wires. That is your IAT Sensor. If it is unplugged, plug it back in. Otherwise unplug it and replace it. Make sure to disconnect the battery while you do this so the computer resets itself after the new one is installed. Thanks and please don't forget to rate!

1st try and search for a vaccum leak, due to the fact that these vehicles have had some bad problems with the length of wires and hoses, if there is a vaccum leak in the vehicle somewhere that will trigger other malfunctions in your vehicle. Using a can of starting fluid or Brake cleaner spray lightly spray around our engine til you hear the motor rev-up and the spot you have sprayed will determine where your vaccum leak will be. And then check under your distributor cap for any moisture be sure to take a rag and wipe and residue off. Also check the firing order on your distributor.

the IAT sensor is part of the Mass Airflow sensor. here is a picture of that sensor.
Testimonial: "nobody where i lived could tell me this so thank you emissionwiz"
SOURCE: changed maf sensor because of p0113 code stillhave
P0113 is air temp circuit high. The maf sensor (mass air flow) sensor just measures the amount of air entering the engine. The iat (intake air temp) sensor is the one that detects the temperature of the air.
Change that sensor, and the code should disappear. It is located in the intake manifold or air plenum.

Intake Air Temperature Sensor High Voltage
What is the circuit like?
I hope this helps, mike from fixya, I am writing another comment in another comment to continue some. Thanks Mike
