first thing is to check all your fuses and make sure that they are all good? the next thing is to check if you are getting tachometer signal as you turn over the engine? if you are not getting tach signal the you should change the (crank sensor) in order to make the engine gets spark and the fuel pump to operate. if that does not work then you have a wiring problem and or possibly a bad ignition switch or computer malfunction.

There is a fuse I would check first if you haven't tried that yet. They had problems with the switches in some of those vehicles. If you could take the control out and unpug then reattach the plug it may start working meaning the switch is bad.
You may have a bad fan motor. Do you have a test light to check for voltage at the motor itself?
Lastly, there is a resistor set that changes from low to high that may have one or more resistors burned out.

Yes on the fuel pump, sounds like the system is bleeding off the fuel pressure, could also be the regulator.

Check your ECM fuse. There should be 2 fuses for your ECM. It's the ECM that controls the function of the fuel pump. Good luck friend and it's also common for the wire harness from the frame to the fuel pump to go bad due to corrosion from the bad weather we get in the winter and rainy spring and fall.

the starter is located on the drivers side and is not easy to get out can barely see it from under neath there is fuel lines wire harness and sensor in the way thats on the 2.8l 4 cylinder changed mine when i had the engine out.

With the ignition key turned on without trying to start the engine you should hear the fuel pump run for a few seconds. That is how its primed to start. Upon starting the oil pressure reaches normal operations & the prime switch will cut off by the signal from the computer. Thus the engine still needs fuel to run so the computer switches on the fuel pump relay to provide the fuel to the engine. The prime switch is intergrated with the oil pressure switch. If you do not hear the fuel pump upon having the key on replace the oil pressure sensor
