my guess is it is a V belt, be nice to all that.
and you did say ALT and ALT tilts.
the alt has pivot on the bottom, and the top has built in
belt tension adjuster there,
one gets all that loose, and use it to set tension on the belt
about 10lbs force mid span on belt and 1/2" deflection
almost all V bets set like this for 100 years, even a tin lizzy.

Most likely the belt and pulleys are shiny if you look at them, replace the belt, while you have the belt off try and clean the glaze off the pulley groves, this will make the new belt "grip" better and avoid slipage.
