In the trunk trace your wires back to the connection plug. Unfasten the connection and make sure there's no corrosion in the plug. If there is you may have to replace the tail lamp wire harness, contact your locale recycle yard and see if they have one.

You have not set the switch correctly, at rest the switch is operated and the lights will be on. The switch needs to be set resting on the brake pedal with the plunger depressed, as the pedal is pushed it moves away from the switch, the plunger extends and switches the lights on.

Sounds like breaklight switch needs ajusted, under dash above break peddel you will see it. should be able to move it back and forth for the right setting.
