Could be fuel issue, spark issue, electronic issue. i would try starting fluid in intake and see if engine fires at all. could be fuel filter, bad coil, crank sensor, engine computer. I would try running the codes on engine and see what codes are present and see if that gives any idea of issue.

SOURCE: my 1999 plymouth voyager van's radiator fan constantly on

There is a fan relay in the fuse box in the engine compartment. Usually that is the reason why it won't turn off. It fuses in the on position. If you have the manual it will say which one is the fan relay. just pull it out and get a new one. They are not expensive.

Hope this helps

SOURCE: is there a fuel reset switch on a 1998 plymouth

there is an ASD fuse=automatic shutdown relay, which will disable you van.
But you need to know if your missing spark at the plugs or fuel pressure at fuel rail

SOURCE: Ignition key wont turn on 2000 plymouth voyager

I don't believe there is a way you can start it without turning the tumbler on the key switch. You also have a locking steering wheel which would also have to be disabled in order to drive it.

SOURCE: Slow Leak in Water Pump-1999 Plymouth Voyager

What's probably happening is the weep hole on the water pump is leaking water. The weep hole is a warning sign that the water pump needs replaced. You don't have any heat because the impeller in the water pump is no longer circulating water.

Why does it take a vehicle 3 times to start and then starts normally

you could have a slow leak in your fuel pump to where it leaks back into the tank at night......so there is no fuel present in the morning and has to wait for the fuel pump to bring it from the tank, while you are cranking the engine because it slowly leaked out/back during the night.and since it is 13yrs old...that does not seem unlikely at that age.

Why do you think its the fuel pump again? while some one cranks the engine, press the sharader valve on the fuel rail to see if there is fuel pressure.

Just bought 1999 Plymouth Grand Voyager and it ran good for about 50 miles then it cut off and now won't start. it trys to start and battery seems good.

Have you checked the fuel filter? It may not be getting fuel. Had an experience with this - vehicle was fine but shut it off and it wouldn't start. No problems before but the fuel filter went fast.

Fuel Pump relay, Fuel Pressure Regulator may be faulty. A relay can be tested with multi-tester, and a pressure tester for regulator.

Vehicle cranks but won't turn over

First you need to check for spark and if that is okay you need to check for fuel pressure/volume. sounds like a possible bad fuel pump. you can also try hitting the fuel tank with a rubber mallet while cranking. If the van then starts you need a new fuel pump
