Bad 12v DC battery power feeds, this is called {Power Distribution
so can be lots of reasons.
1: corroded battery lugs tops the list and are checked at every service point. skipped this?
2:loose or bad fuse to HL.
3: corrosion at any related connectors. (12v side or ground side)

after an inspection passes, (ask) we wip out the DMM meter
turn the dial to volts and find it. easy.
very easy. ask)
if all this is unclear, go to the man, the ASE mech, (badge on sleeve)

pS: dash dimming means lost PARK lights too.
so is more serious,, or more closer to battery this fail.

Lights dim

Was any of the brake light bulbs changed recently, the wrong type of bulb may be used causing a short in the socket, and making the rest of the brake and signal circuit malfunction. I no bulbs were recently replaced, start with checking for corrosion in each bulb socket, signal and brake bulb sockets. Let us know what you find

I own a 1997 honda civic dx sedan 5 speed. i dont know if my car has ABS.. it doesnt show on dashboard.... how can i know if it has ABS

when you first start your car, all of the lights on the dashboard should light up -- if there is no ABS light there, you probably do not have ABS on your car. The slightly more risky way to test it would be to take the car out on an unused access road and go about 20 to 25 miles per hour, then slam the breaks as hard as you can. If the tires squeal on the road, then you do not have ABS. Please make sure you are going to be safe if you try to test your breaks -- make sure there are no other cars on the road ... make sure the road is wide enough that if your car skids to one side or the other that you will not hit anything ... make sure that your wheels are straight when you hit the breaks so you do not lose control. If you do not have ABS, you should perform a controlled skid ... if you do, your car will not skid, and for just a moment you should feel your breaks take control for you (slight pumping motion of the pedal under your foot).
Generally, if there is ABS in a car, there is a light on the dashboard to warn you when the system is not working properly, so if you don't have a warning light, you don't have ABS.

Dashboard lights flashing. all of them.

I work for honda and have seen this often. Mostly on the newer vehicles (2008 and newer). we have always fixed this by replacing the insterment cluster. expensive yes but always fixed it. it in itself is a seperate computer so when it is replaced it will need to be initalized through the HDS

Flickering dashboard,failed cruise control, shuttering

Sounds like you have a bad ground somewhere. Get a voltmeter and start probing around and wiggling connections, like the battery to engine and frame.

My 2002 Honda Civic starts - but slowly and the lights flicker

Well it absolutely sounds like an alternator issue. But i noticed you said "in the rain" correct? See this is where it gets tricky for most folks. But ill tell ya how to resolve this, if you arent having problems now things are gonna be just fine. I mean if you got up the next morning and th ecar did normal, then evidentally an electrical component had some moisture in it but has dried out now,so if it was the alternator the problem would only worsen, and within a few days your battery would fail. So I think you will be just fine
