I need to now how to set front caster camber on 2.3i 1996 VW Combi

Castor and camber are two separate adjustments.
Castor is how far the suspension strut leans forward or backwards and adjustment is very limited.
Camber is the tilt of the wheels top to bottom measured across the car. How far apart are the wheels at the top compared to the distance at the bottom. Adjustment depends on the suspension fitted. Like castor, camber adjustment can be limited. So work out which one it is you to adjust.

How can I correct camber of -1.17?

castor/camber adjustment is by rotation the mounting bolts at the top of the inner guard
the top mount is eccentric and by undoing the nuts of the bolts and pulling the top mount down and rotating the mount so that the bolts are positioned in new holes , the camber/castor is altered
Normally there is sufficient adjustment to meet the + requirement so if your measurement is from other than suspension replacement I would have it inspected by a front end specialist shop for a bent axle or bent axle support arm

Camber adjust wheel alignment caster

if the strut comes up inside the mudguard into the engine compartment and there are 3 nuts around the hole the those 3 bolts are the ones which change the castor /camber/ . undo then , lift the car so that they go down inside the holes and turn then 1 space and refit . They are made in a elipse so by turning that plate around the top of the strut moves for alignment. I suggest that you have it done professionally as it will cost tyres if you get it wrong.

Toe adjustment camber caster

camber 0 to 1 degree castor 1 to 2 degrees and toe in 1/ to 1/4 inch as different roads are constructed differently with varying cambers (slope to the side for water run off) the wheel alignment is best set by a qualified wheel aligner shop to suit the local conditions

Alignment

It varies from car to car but basically it is 1/2 to 1 degree castor --0 to 1 degree camber and 1/4 inch toe in . variations are for road camber-. tyres in use - power steering and load requirements. Always have the rear end alignment checked first as it affects the front settings and tyre wear. Discuss the alignment with your reputable tyre shop

Toe-in, toe-out for mazda bravo 2600,1997 model, dual cab

This must be set on an alignment machine you just can't move the front wheel to what you think is correct, it must be right on. They toe in slightly on most vehicles

Aggravated front tire wear (outer edges)

Your situation is not not abnormal. Since you can't rotate due to different sizes front & rear & they are high performance "Y" speed rated tires 30K is really pretty good
