Locked steering wheel

I have a 1980 Coupe Deville. While have the tires change at tire shop they some how locked my steering wheel. Now it won't unlock. Try pulling the wheel hard to the left while trying to turn it on, No the key or wheel would turn. How do i fix this and bring my car home?
My 92 suburban does pretty much the same thing. I have to pull up hard on the shift lever on the column in park, I mean real hard, to get it to unlock the ignition.

Sounds like the rack is broken inside steering column. This happened to me while getting tires replaced at pep-boys. Try moving the tilt wheel up and down while turning key.

Very dull steering feel, wheel stays turned even as i slowly rev

Camber and caster settings are off. Have 4 wheel alignment done by a good shop and save your nice tires. Out of alignment will make steering feel heavy and wear tires fast!

Locked steering wheel

The problem may not be the steering wheel. It may be the shifter, try hold up on the shifter and turn the key. Sometimes the shifter can make it very hard to turn the key, especially when park on hills or inclines also check leakage, sometimes they can bind up making it hard to turn the key.
