I dont know if you have a cabin air filter if you do replace it if its real dirty. most cars ac will have this problem if the ac is low on freon. when you check the freon. make sure the ac is on max ac, at its coldest setting with the fan on max. with the engine running check ac pressure. have someone hit the gas a little & see if the pressure drops. add as needed. most gauges from the parts store have a dial on the front. point it at outside temp & make sure pressure is the max for that range.
I agree with Joshel, check the cabin air filter. Your car does have one. It's accessible from the rain tray under the hood. Sounds like the coil is freezing over, restricting air flow. Next time it freezes up, try turning the AC switch off (just normal air flow, with AC off) this could rapidly defrost the coil. If airflow increases, you know the coil is freezing over.

White smoke from the exhaust is typically oil burning, caused by, worn valve seal(s) - worn or broken piston ring(s) or a broken head gasket, thus allowing excessive oil in to the combustion chamber, but then most auto shops already know this and would require major engine dis-assembly to truly diagnose this issue.
Hard starting could be oil fouled spark plugs, a result of the same issue.
As a side note: I would take a friend who is somewhat mechanically inclined with you to "your workshop" to engage the person(s) to get an in-depth explanation as to how they checked your piston.
Do not purchase a fuel pump or that repair on an assumption, be sure
One of the tell tale signs of a fuel related issue is black smoke...

Sorry to say but you and I are in the same boat. The 2004 Beetle Convertible is the biggest piece of **** on the road! My wife and I have had one, pre-certified mind you, since 2005. We have had THOUSANDS of dollars of work done to this car, mainly covered by warranty. We attempted to have this problem fixed by out local VW Dealer. It is one of three things... 1) It's a vacuum problem. All of the vacuum hoses need to be replaced. I wouldn't do this since our dealer did this for us (400 bucks) and nothing changed, same problem occurred after we had all the work done. 2) It is the ignition coil (800 price installed with new wires and plugs from the dealer) 3) It's the fuel pump... This came from the service advisor at the dealership. I sincerely hope you got the extended warranty!!! Good luck...

Did you check all fuses after replacing everything? If you did not disconnect battery while replacement you may have blown fuse.
