I have a 1996 ford explorer and neither of the back doors will open from the inside but they will both open from the outside.
I had this problem on my 1997 Ford Explorer, right rear door. I took the inside trim off the door, found the rod going from the inside handle to the door latch was slightly bent, so it's effective length was shortened. I straightened the rod to it's maximum possible length, and solved the problem.
I suspect the link came off the door latch. They are plastic and break. Rate as fixya if this helps.

I am having this same problem with my 1996 Ford Explorer. Both back doors on the inside and my drivers side door won't open at all inside or out, which has really become an obstacle and it sucks.
