I have a 2004 Chrysler Sebring the lighter in my car isnt working and i dont have the owners manual to know what fuse to replace , does anyone know what fuse it is?

There's a starter relay in the fuse box under the hood. Have a friend touch the top while you turn the key. If he doesn't feel a slight "tap" then it's most likely blown. Replace. Cheap.
Perhaps it is not the fuse, but you can try looking in the owners manual, If you have lost the owners manual, try going to Chrysler parts or 'MOPAR" online and looking at the manual there... good luck.
As long as your household meter has DC setting and range that will show 12V, then is should work fine. If it is just an AC meter, then no it will not show any reading. The owners manual and the fuse block itself should denote which is the lighter fuse.
IF THE DRIVERS SIDE WINDOW IS WORKING IT IS NOT A FUSE PROBLEM AS THESE ARE ON THE SAME CIRCUIT. MOST LIKELY IT WILL NEED A WINDOW MOTOR/REGULATOR ASSEMBLY WHICH IS BETTER HANDLED BY YOUR LOCAL TECH. HOPE THIS HELPS!
