It sounds like the power window motor is still running but you have a problem with the regulator arm. If you remove the door trim panel and water shield you can have a look to see where it has been disconnected from the motor or if the regulator arm itself is broken.
depends on if it has a clutch fan or electric... if its electric the no you dont need any special tools but if its a clutch fan then you need a clutch fan removal tool
For 1995 Ford Crown Victoria 4.6L SFI 8cyl, the Flasher is located:
Front seating area, driver side, under dash, driver side of pedal support bracket, mounted in fuse panel.
most likely the shift tube bushings are bad- you may have also lost a few screws in the shift tube or they could just be loose. you have to pull the steernig column down to inspect/repair it.
sounds like bad regulator, pull your door panel apart and it is the part that goes onto the motor. long bow shaped thing with cable attached. pop out rivets, (I think 3 rivets) and on the upper side there are 2 nuts that have to be removed. then wiggle it around till you can get it out of the biggest hole in door. Good Luck.
