There is plenty of fuel going into fuel distributor but i am not getting any to 2 and 3 used compressed air to check for clog in lines but lines are fine its been 22 yrs since i worked on these kind of a car
I would check the wiring to tthe injectors first see if there is power getting to injectors then i would look at replacing them are they individual injectors or a rail type i think they are rail type if so the wiring or injector goosed as the fuel runs along the rail and the injector opens when the signal gets to it if you get what i mean hope this makes sence and helps ivan

Did you replace the filter and lines because of the airlocked injectors or did you get the problem after changing the filter and lines? Did you replace the injectors?
On the TDI's it takes a lot to get them bled. Even just replacing the fuel filter can be a pain. It is recommended to fill the filter with fuel through the center opening when replacing. I usually just take the old filter and pour it into the new filter. Try this and you still may have to crank it several times(many, many times). Let me know if there is any change.

ok today the same thing happened to my friends jetta same model and year it was a tiny hose coming from the valve cover on the right side that returns excess air back into the intake tube, it had split. so check all the hose, we had to go to a dealer to special order that part. any questions feel free to email me [email protected]
