Its like the car is stuck in start mode

first do you hear your fuel pump running? if you don't more then likely the relay may have went bad. second check your connection to your coil's..make sure there clean and tight..and getting back to the fuel problem if you hear your pump running then it could be the fuel filter clog...try this and let me know....

take a look at the EGR valve it could be either vacum controlled or electronic either way what seems to be the problem is that the valve is stuck in the open position until the engine warms up you can gently tap the egr valve with a small hammer or a screw driver and you can see that it runs smooth, now if the egr valve is vacum controlled replace the valve. if it is electronoc controlled replace the valve and the module for the egr valve.

milage on this shouldn't matter, the light being on is probly just stuck, however you maay wanna check to be sure the brakes aint hangin up a little,
Also the surging can be causeed by the fuel pump goin out, may not be the case but something to look for, it will show up as random misfires as well, maybe try a good fuel addative, (could have a little water in it, check the fuel filter as well, alot of cars now days have a charcol filter and when they go bad they can be a issue, Pick up tube could also have a hole in it, the fuel pumpo on theese cars should be in the tank and are not fun to replace,

This sounds like a normal condition.What happens is the cold start emission reduction component monitor(software program in the computer) is running.
Cold Start Emission Reduction Component Monitor
The Cold Start Emission Reduction Component Monitor was introduced for the 2006 MY on vehicles that meet the
LEV-II emission standards. The monitor works by validating the operation of the components of the system
required to achieve the cold start emission reduction strategy, namely retarded spark timing and elevated idle
airflow.
When the CSER strategy is enabled, the idle air control system will request a higher idle rpm, elevating engine
airflow. While this CSER elevated airflow is requested, the low airflow test compares the measured idle airflow from
the MAF sensor to the commanded idle airflow from the idle air control strategy.

put new key lock cylinder in it would not start the car took new key lock cylinder out put old one back in the car started right up but would not shut off i can start the car y and shut the car off by using the ignition switch but power stays on inside any idea whats going on 96 crown vic this is the second key lock cylinder that wont start the car the old key does not have a chip in it
