1. Central locking not working. 2. Tailgate window not working. 3. Tailgate wiper and washer not working. 4. Tailgate cargo light not working. 5. Tailgate heated window not working. 6. Tailgate latch and lock not working. 7. Interior dome lights with fade, when doors are opened not working.
All of the items you listed are controlled by the Central Control Unit (AKA body control module) which is located under the right side of the dash behind the glove box.
The CCU has several battery voltage inputs which should be checked:
Fuse #8 (15 Amp), (Hot in RUN or START) and Fuse #15 (20 Amp) (HOT AT ALL TIMES) in passenger compartment fuse block.
Fuse #10 (10 Amp) (HOT AT ALL TIMES) in the engine compartment fuse block, via the inertia switch located ay the left rear side of the engine compartment.
Note: the inertia switch supplies power to pin #18 (BLUE/GREEN wire) at the CCU connector C0428. If there is battery voltage at this pin, the inertia switch is OK.
When you check your fuses, make sure they have power when they are supposed to have power. I have had many people simply LOOK at the fuses and tell me they are OK only to find out that the fuse has no power even though it is not blown. (possible connector or wiring problem to the fuse itself).
If this information is not enough to locate the problem, you will need a scan tool that is capable of two-way communication with your onboard computer network to continue diagnosis.
Now I am confused....The information I gave you is for a left handed drive vehicle....
The passenger compartment fuse box is mounted under the right side of the dash and the CCU is actually mounted to the rear of the fuse block. If this is not how it is with your vehicle, I do not know what to tell you. Apparently, you do not live in the US or Canada. This can make a lot of differences. The only service information I have comes from LAND ROVER NORTH AMERICA, INC.
Now I am REALLY confused. Apparently, somebody got mixed up when they designed the "component locator list" for this vehicle. When I go to the "control unit location" graphics, it clearly shows the fuse block being under the left side of the dash as you described, however, it shows the CCU under the right side of the dash in another graphic. Then another graphic shows the CCU close-up, where it is mounted to the back of the fuse block. So it looks to me that Land Rover needs to get it together where it comes to service information. I think they are confusing information between different markets....
Sorry, the VIN does no good on this end. I still get the same conflicting information from my information services. You may try running this past the dealer and see if any better information can be obtained that way.
It doesn't matter much anyway...Even if you find the CCM, you cannot change it without the proper equipment to program it. You really need to access the computer network on your vehicle to check for Diagnostic Test Codes (DTCs) FIRST before you attempt to replace any parts anyway. There may be something simple like a loose wire connector that can be fixed without any parts and you will need the DTCs so you know which circuit or circuits are involved. It may even give you a code telling you that the CCM itself is defective (CCM internal failure).

Try spraying some lubricant into the latch and handle assembly and pull it back and forth to work it in.. You may want to remove the rear trim to get better access to the internals of the latch cable....

It may be set in the main menu to lock only by the fob. I know on GMC's there are about 7 different locking options. I'm not a specialist in Land Rovers but the cheapest way out is to check all your options on the dash/steering wheel buttons.

i would put my money on the solenoid inside the door needs replacement. it does the physical work of locking and unlocking, if all the others are working then that is most likely the culprit.

The 2003 Freelander is left-handed drive.
The fuse box is in the left glove box; just left and below the steering wheel.
Is the voltage inertia switch in the same location?
