Its actually pretty straight foward, raise vehicle and support on stands disconnect hydraulics, disconnect tie rod ends, disconnect any electrical connections. remove mounting hardware and remove rack and pinion setup.installation is reverse on removal.note measure tires front and back of hub and adjust new tie rod ends to same measurement, also youll need to take it in for an alignment once your done, however measuring and adjusting to same measurement will get it close enough to drive to alignment shop

Put the vehicle on jack stands first. Then you pull the tie rod ends loose from the spindles on each side. There is 2 bolts that hold the rack and pinion to the subframe that you remove and it'll drop far enough that you can undo the powersteering lines and pull it out.

the most probable cause is the rack and pinion steering system. check for leaks in system, make sure if its full of power steering fluid.. if all checks ok, then its in the rack and pinion. that causes binding. I had a car that did the samething on turns. it was the rack doing this.

The bellows is just a dust cover. If fluid is leaking from the bellows, the rod seal is bad. It's usually cheaper to replace the rack than it is to rebuild it.

99 cavalier..all of a sudden the steering wheel is locking up and it seems to be getting worse. I can't even get it to turn anymore!

It sounds like your valve in the rack and pinion steering has gone bad or your steering pump has gone, but if the fluid is good in the power steering pump and there was no wining noise form the pump then it's a good chance the the rack and pinion needs to be replaced. Good luck and keep me posted.
