On the 1998 Legacy the Radio fuse is the fifth from engine, third from driver, on the bottom, 15A, and the Lighter is in the same long row on the top, 20A.
If your havinf any trouble I suggest you can pick up a repair manual from any part store and if you feel like spending around $26 you can get alldata online for you car for a year I just did it for some wiring diagrams and it helped me out bigtime good luck

Do you know what a wiring diagram is ? A wiring diagram for your vehicles windshield wipers electrical circuit would show all components involved . You would need a wiring diagram for testing ,so you know which wires too test . It would show the fuse location - amperage etc.... Which of these is your vehicle - Notchback or hatchback or station wagon .
The fuse would be marked WPR fuse # 9 25 amp. located in the IP fuse panel . IP - instrument panel fuse box . It's location is

Windshield Wiper System
The windshield wiper system consists of a wiper motor, a linkage, a wiper arm and a blade, and a wiper/washer switch. The windshield wiper circuit incorporates a self parking device which consists of a worm gear and a cam plate in order to keep the circuit engaged temporarily when the switch is turned off. The wiper system is driven by a permanent magnet-type motor. The windshield wiper motor is mounted on the dash panel and is directly connected to the windshield wiper linkage.
The windshield wiper motor has 2 speeds, LO and HI, and also has intermittent wiper capability. The wiper switch is an integral part of the wiper/washer switch. Windshield wiper operation is actuated through the lever on the right side of the steering column.
Just replacing parts isn't the way to find the problem , viewing wiring diagrams an testing the electrical circuit with a DVOM - digital volt ohmmeter is . There are no relays involved . Do yourself a favor an take it to a qualified repair shop before you buy more parts that are not needed .
I have the same problem with a 2001 Legacy wagon. The problem is not as
simple as the solutions above. Mine are adjusted to park as low as
possible when off. Even so, the blade on the drivers side goes all the
way off the windshield. The Subaru dealer wants to replace the whole
wiper blade transmission for about $450. Looking online it seems to be
interconnecting arms and pivot points that connect the motor to the
wiper blade arms.
Check the driver's side inside the car on the left. About where your left shin rests when driving. And if this is incorrect, did you check the owner's manual? take care and good luck.
