It drains battery while car is off? If so, hook up a test light. Take negative cable off and put testlight between cable end and battery post-is light on? Then there is a drain. Go to fusebox on driver's side of dash and begin removing fuses till light goes off-that is the circuit with the drain. Identify the circuit and repair the problem.
That 40 amp fuse would be a main supply feed to several circuits, I think. Sometimes the problem is a trunk or glovebox light that won't go out as supposed to.

1995 Mercury Grand Marquis blowing 40 amp fuse as soon as I turn on ignition

It will help if you can identify the 40 Amp fuse that is being toasted when the key is turned.

I looked briefly at a fusebox diagram and found 3 circuits protected by a 40 Amp fuse. The Lamp circuit protects several circuits which have smaller rated fuses on each separate wire. The 40 Amp protection seems to be a safeguard if all the smaller circuits are active in total. Turning off the automatic headlights, should reduce power drain.

The next circuit is the Rear window defroster. Can easily pull 40 Amps, but once the 40 Amp fuse breaks, it should have no effect on the engine.

The last circuit, on the cars with Trailer Tow or Police package has a
40 Amp fuse on the Battery charge Relay. This is a remote possibility. But the engine should be able to run without an Alternator for several minutes using Battery power.

Have them check the fuel pressure. The Inertia switch could have tripped while the car was being repaired. It does not explain the wiring short, but can explain the no start condition.

Again, if the same 40 Amp circuit is overloading, identify the circuit with the fuse box diagram.

Electrical battery drain

It seems like that is the cause i suggest just to test to see if the radio or the wiring causeing the drain(short) try removing and unplugging the radio and leave the memory fuse in and see if the drain is still there if not its the radio

??? are you certain its that ??? that fuse will most likely control all the power in the fuse box and the 3.5 amp you see that's called the parasitic draw will most likely be that of the cars computer..

3.5 amp wont drain a battery over night nor in a week i'm assuming you have at least a 500CCA battery here.

battery's don't drain like that, they do loose power once they have a bad cell, or the battery water is low. I'm assuming you had it tested here by a technician from the battery shop and that's what they told you and its a new battery or relatively new..

to test this your self you can take the battery out of the vehicle and leave it outside over night, you will see the power is drained out and it wasn't connected to anything. Thats because of the bad cell..

To prove it to them, Remove the caps If its not a sealed maintenance free one and you will see bubble coming out of the bad cell once the car is idling.. (don't inhale the fumes or let it get in your eyes)

Yes, there would be a fuse box inside car. Either driver's side at kick panel, or passenger side in the glove box or underneath at the kick panel. When you find it, put that 40 amp fuse back in and continue with your test. I don't know what that junction block fuse is for. Surely someone will post it.

I have a slow drain on my car battery. I puller

Use a 12volt test light between the positive battery post and the positive cable with the positive cable disconnected from the battery.
Keep key off.
You will see the test light "light" with any drain.

Any drain showing a dim test light is..... OK
Any drain showing a bright light is.....BAD

Disconnect items (fuses) one at a time and watch the light.
Keep the doors closed....the inside dome light is a drain with the door open!
After fuses are checked....disconnect the alt if needed and watch the light.
Keep going until you get rid of the bright light.
