Dear Sir/Madam, My 1995 Plymouth Voyager has 104,000 original kilometers. I have difficulty starting it in the morning. When I turn it on, it does not have any signal like dead battery. In fact, the battery is new and full; and other lights, radio, windshield wipers...all work well. I have to turn it on several times before it starts running. People suggested me replacing distributors cap, rotor, spark plugs, which I did, but problem still exists. Would you please help. Thank you, Nhuong Dang

You have a shorted engine harness, this is not common but it does happen, heat and engine movement cause damage to the harness, this is most common on hi miler cars and vans, the only way to fix it is to start by looking anywhere the harness rubs, that is where the damage occurs.

SOURCE: 1999 plymouth voyager front windshield wipers not working proper

Sure pull the cover off the arm at the base(by the bottom of the windshiel) under that you will find a bolt. Unbolt the arm and pull it off then adjust both arms so that they do not entangle at the high point. You can turn on the wipers and when they reach the high end quickly shut off ignition they will stop at this position so you can adjust them, This is what we would do at the shop for about 200 bucks. Take your time and be sure to tighten everything up when you're don and you will do great. Have fun.

I have this same vehicle- on the drivers side push the wiper blade away from you. and on the passanger side pull the blade towards you. the latching mechanism is similar to a U placed on its side. :) hope this helps.
