The fuel pressure regulator on that Vortec engine is under the upper intake plenum, on the back side of the central fuel injector. It is held on with a slide clip.

99' GMC van "sputters" or stalls around 2k RPM

Usually the failure of the regulator results in a fuel leak either externally where it would be seen or internally where the engine wouldn't run. If the filter hasn't been changed in a while it should be changed. Also, the spark might be bouncing around the wires or cap. I've even seen it bounce out of the coil. That would sound like a clicking noise.

I need to replace my fuel filter on a GM Safari Van 1998.

Hi, first you are going to need to locate the fuel filter, it is on the driver side of the van, it is inside the frame visible when you get under the van. to remove the filter you will need to loosen up the two fittings at both ends of the filter. these can be tricky to break loose, personally i prefer to soak these fittings with penetrating fluid two hours before i start working on it. you will need to purchase a line wrench set, you can find these at tool stores or auto parts stores. make sure you use these wrenches because if you use standard wrenches you can round off the fittings. also make sure you have a drain pan to catch fuel that drains out of the filter. and as a precaution there will be spray due to the fuel pressure so watch out.

My dad is having trouble starting his 95 GMC Safari Conversion van after it has been running. After setting overnight the van starts right up. If he runs a short errand, turns it off, then tries to start...

My 1997 safari was doing the same. After being shut off for a short period of time it started as if it was flooded. If I put the accelerator to the floor it would fire up. As well, I had no engine codes to report. I replaced the fuel pressure regulator and everything is great. It was leaking fuel into the engine causing it to act flooded when starting. Once started, the computer system made adjustments for the leaking fuel so the engine ran fine. If you turn the van off and immediately try to start it, it should fire up. (don't give it time to leak extra fuel into the engine)
