Blower motor not working in 99 lincoln town car
Before you change the fan speed control module resistor check all the connections are between this and the fan motor are clean. Carefully open and close after cleaning the outside. This unit is difficult to access and it is time consuming unpleasant job. I had the same symptoms and changed it for nothing. It was just dirty at a blower motor connector.

With key on I have power to both wires on injector. it's NOT pulsing.
with the key on there should be 12volts to the injector. the other wire on the injector is the ground side and it is grounded by the computer when it receives a signal from the cam sensor to know when to fire, ground circuit, to activate the injector. you need to check the wire from the injector ground side to the computer for an open circuit. if its good then it may be an injector driver problem inside the computer.

How to check lincoln air suspention pump to see if is putting air to rear bags
First check to see if the pump runs when the key is turned on, if not check the 30 amp fuse in the fuse box right side under the hood. If the fuse is blow the pump may have over heated from running longer than it should. As old as this car is it most likely has dry rotted air bags. If the pump runs spray the rear bags with windex and look for any bubbles should be none. This could get expensive if the pump is already gone.
Where is the purge valve located?
You can try looking under the car, at the hoses coming from the gas tank. The purge valve should be mounted at the center of the trunk. So follow the hoses up to the mounting area to find the valve. Perhaps look at the purge valve at an autoparts store and then you will know what you are looking for.
Where is the AC/Heater Control Actuator located?
Hi Joymar, The EATC module is mounted to the heater box under the dash, below the radio,to the right of HVAC controls. access through glove box opening.[remove glove box] look for module with wire & vacuum connections.if you see a linkage arm or rod, those are actuators, follow vacuum lines to control module.an actuator won't cause the fan to run, they control air flow.Automatic temp system modules are known to fail. Best O'Luck
Wipers won't work on a 1999 Lincoln Town Car have replaced wiper motor an module already
have you had fuses/switches. even column stalks need to be replaced sometimes,if the motor has been replaced set the switch to the on position and check whether electricity is getting to the wiring that is at the motor. If no power it is possibly the switch or the wiring. Checking the power supply is something end user can do, if it is the fact that power is not reaching the motor it is probably best to have an auto electrician have a look
Good Luck
