Why won't the shifter shift out of park on a 1998 cadillac catera
There is a lock out. It will only come out of park with your foot on the brake pedal. As you press the brake you should hear a small click by the shifter. If its not working, there is an override that should be near the shifter. It might have a plastic cover on it, but once you find it you can stick a key in the hold and release the lock-out. Check your owners manual as it will have explicit instructions on how it works.

Why won't the shifter shift out of park to drive on a 1998 cadillac cater?
hay ritchie it sounds like it is the shifter solenoid went out. now if you want you can manually release the solenoid lock by lifting up on the shifter boot and look on the left side. you should be able to see a yellow lever that you can pull . you would need to start the car and with your foot on the brake this will allow power to the solenoid now also wilepushing on the lever you need to shift out of park to say neutral.now if you shift back into park again it will be locked and you will need to repeat this again. hope this helps you out

Lock problem door won't open
Try spraying some WD40 or similar lubricant into the lock cylinder from the outside with the small straw that comes with the can. If you live in an area that uses salt or has corrosion issues, and you always use the key fob to unlock the vehicle, it's quite possible that the cylinder is frozen up with a little rust from lack of use. I have used this fix on many vehicles and as preventative maintenance on my own stuff due to similar experiences. If that doesn't work, check into any maintenance history that may have allowed a different key cut cylinder to be put in (I would see this are a rare case, but is possible).
1998 Cadillac Catera dash lights not working
Increasing the fuse amperage, not a good idea. Will eventually burn up your wiring. There must be a short somewhere. May have to pull dash cluster out and look for any burnt areas. If it is blowing a fuse that is supposed to handle 3 times the juice it should be visible. Having to look is the problem.
I have a 1998 cadillac deville ,how can I tell if
You have a Cadillac! You can assume that the thermostat is bad, the intake manifold is leaking and that you have a connecting rod or 2 going bad. Caddy engines do not last without constant maintainance. You can spray water on the intake while the engine is running....if the noise goes away, you have a leak.Jim
RESETAIRBAG
air bag should reset on there owen if not you have bigger problems
Car wont start
First thing I would do is to determine the fuel pump is actually still operating. Sitting for so long the moisture inside the tank may have corroded the pumps internals, when you switch on your ignition , have someone lay near the tank to hear if the pump engages and makes a whirring sound untill it pressurizes the lines. If that is ok I would disconnect the fuel filter, air compressor to blow through the lines after removing the valve on the fuel rail and fit a new fuel filter, once it is done ensure that you have fuel pressure up to the valve {in fuel rail end} Test the fuel pump also by placing a catchment bucket under the fuel filter, remove it then turn on ignition to see if it pumps fuel. might pay to also pull out the plugs and wire brush the rust off them. hope this helps.
Transmission shifting problems
You need to have it checked out by a mechanic as soon as possible, I drive a 2000 cadillac catera and it began to have the same problems about 4 months ago but last month my sport mode button began to blink which means a transmission problem. So when i had it looked at they said my 3rd gear was almost completely burnt out and it cost $2,000 to fix. The cause was a broken piece of the transmission was failing and it had to be completely rebuilt. Good luck!!
