Try loosening the other bolts if you haven't already, start with that on with either a longer bolt just to chase he threads or use an awl or tapered punch to line up the holes

I just had the same problem. If it is a regular van try under the driver seat in a plastic box. If it is a conversion van try in a pannel just behind driver seat on side of van wall behind a pannel that looks like a vent.

Air in cooling system or clogged need to bleed water system let air out, or bad theromstat or bad heater core

Hate to say it, But most likely you have a blown head gasket..Piston pushes the compression into the coolant system, causing the overflow.

The only other way is to cut a hole in the floorpan or trunk. The pump is inside the tank, why are you trying to access it?

1987 G20 Van fuel pump is electric and installed in the top of the gas tank.

The "in" side of the fuse box will be any one of the heavy (large) red wires going in to the fuse center. The "out" side going to the window switch should be a large pink wire. You may want to do a continuity test from the fuse box to the window switch to make sure you have the correct pink wire.

Best do a fuel pressure test. Should have chg. fuel filter from the get go. The only other filter is on the end of the fuel pump in tank. Bad gas and dirty gas will plug up fuel filter, hense burn pump up.

Do a fault code test on the engine computer first.
