Car won't start
Yes the flashing key is telling you that your security key for the ignition needs to be reprogrammed at the dealer somehow its lost its memory, the car should start and run for 10 seconds then shut off but that might only be Chrysler products.call the dealer and they should be able to verify what ive said.
Oil
cold winters? 5W-30, moderate winters 10W-30W, any brand is ok, they all meet the manufacturers specs these days. about 4.0 quarts nd then recheck level hot. as far as cost about $2-3 per quart, if U want to use synthetic ( much extended engine life) then $5 per quart.

Fuel door
Unlock the drivers door from the outside, as you would when you want to unlock all the doors at the same time (with a double turn). Your fuel door should open as long as all the other doors are unlocked.
My son ran the TDI bone dry of desiel fuel and now it will not start
not shore about VW's but on a GM diesel there is a priming procedure that has to be done.
if there is no manual primer try turning the car to the on position (with the engine off) and wait for five seconds and do this at least five times wait for 30 seconds with the key off and then turn the key to on wait five seconds then start.
Fuse pannel
Safe means you have to key in a code for the radio to be unlocked. You are given three chances and then you must wait two hours before you try again. I'm not sure how you find out what the code is if you don't have it already.
I have a problem when i put my radio on it says safe
Look in your owner's manual packet. There should be a card in there with your unlock code. If there isn't, take it to the dealer with your title and registration. They'll look up the unlock code for you so you can use the radio again. They may charge you up to an hour's labor though.
Engine oil
sounds like a head gasket is worn
depending on who services vehicle will be what the cost will be
I recommend since your going to be doing the gasket replacement i would do some of the other major gasket replacements also this will spare the trouble of break down in the future and having to replaced what has already been replaced and now paying double for the cost of one job
Door locks

this is the link for new key fobs and they have tech on hand to walk you threw coding the key fob
they sale to every one but mostly dealers and this has the better prices when you order then dealer does
all you need to do is call them give them the model numbers of old key fob and your vehicle specs and you can order new fob here
now with the battery drain hole its in the middle under the battery unfortunatley but easy fix find where all the water is congregating at say to one side get a drill and bit and drill small weep hole where the water is sitting at this will relieve the water
