My car turns over ,but want start
When the engine turns over real fast this indicates that there's no compression. This could be due to a broken timing belt or valve and piston problems.
My 91 oldsmobile 98 runs
Rough idle is a very common problem on 4 cylinders, but I believe the 98 Regency has a 6 cylinder in it, right?
Sometimes the coil packs get iffy, and sometimes the EGR Valve gets a leak in it causing a rough idle.
When the accelerator pedal is depressed, it can change things so that the engine seems to run smoothly.
However, I would look for codes to see if anything intermittent is occurring in the engine that may need attention.
The OBD-I scanner can help to diagnose the problem, if anything is out of specifications on the engine in question.
The owner will have to find a technician that has such a scanner.
Blower motor for ac will
If it is like a 1986 caddy I had ,your problem
is a module for the blower & I forget,something to do with the a/c
Anywhy, it has two separate functions & I had the one you have

in the middle of firewall next to the blower or find and unplug the
module
Car rorate but wont start
Remove the distributor cap, and unplug & tape over the pigtail you unplug. As the engine cranks, look to see if the rotor is turning. You may have thrown a timing belt.
My cruise control is not
check the fuse first, after that if the fuse seems ok, check for any vacuum leaks going to the system, you can check for leaks, by spraying carb cleaner around the area, if the motor revs up a little while spraying, thats where your leak is going to be
How to pull the crank shaft pulley on 91
You will need to remove the bolt(s) and then use a gear puller. The crankshaft pulley normally a harmonic balancer also and will be keyed with a drift pin. You should be able rent a puller from Auto Zone or other automotive store.
When I try to start the car it makes a click sound
Did you also change the starter solenoid when you changed the starter? That is a possible cause.
Can you turn the engine over by hand from the crankshaft pulley to make sure the engine is not frozen or blocked? You will need a large socket to do that, but if you can't turn the engine over by hand, the starter won't be able to turn the flywheel either. The one click is probably the solenoid firing the starter piston to the flywheel but then nothing makes me think the engine is frozen in some way.
But if the starter and solenoid and battery is trying to turn a frozen flywheel, you should notice some drawdown of light intensity. Do you notice any change?

unless the ball joints and outer tie rod ends have been replaced, then the four you found are it, but i would think that a 20 year old car would have had something replaced by now but you never know, you want to look at were the lower a-arm aitches to the steering knuckle and were the outer tie rod end aitches to the steering knuckle if these have been replaced there should be a fitting at each pivot point.
Front vibration when braking. replaced both
usually a front vibration during braking is a warped brake rotor. if it only vibrates from the front wheels during braking, it's bad brake rotors. brake rotors cost $23.00 each at auto zone auto parts stores. just confirmed that for you. thank you for choosing fixya.com
