Dash light are not working
I'm surprised anything is working on an '88 galant. Check your fuses. If all fuses look good, then you have a bad power wire to your dashboard. Electrical insulation cracking and broken / loose plastic wire connectors (plugs) are a common but difficult to find problem apwhen cars get over 15 or 20 years.
Its blowing oil out of the oil cap why would this
The oil level may be too high.
Is the filler cap tight?
blow-by in the cylinder piston rign area. A wet test of engine compression will detect this.
A bad had gasket. Engine will be over heating as water is being used up during combustion.
Bad head gasket. Could explain white smoke in exhaust.
If the engine is overheating I would be suspecting a problem in the head area.

Mitsubishi evo/vr4 idle fluctuating between
Galant VR4 or Evo. which car is it?
have you reset the ecu? disconnect the battery for 5 minutes. make sure you have any radio codes if your radio has a security code lock.
Also could be the idle control stepper. Mitsu gives it some name like ICU but it's a small mottor attached to the throttle that opens and closes valves to let a little more air in and up the rpm.if it's sticky try cleaning the throttle and the valves.
