Most likely inside the fuel tank, very few vehicles have it installed anywhere else. Have no clue about pump reset. Check the owners manual.

Try removing the plastic cover over the seat pivot and look for loose lever linkage rod components. You may be able to engage seat locking pawl manually. A pinch hazard exist so be careful where you place your fingers

My 2005 mercury mountaineer fuel gauge rstays on empty but it's full

Likely need a new level in the tank. There is a float in there that may be stuck or corroded to the point that the signal isn't getting g to the gauge. It's also possible the gauge in the dash is bad. I would go with the level sensor in the tank first.

Can jump starting a battery w/the chk eng light on cause a 97 5. Mrcry Mtnr computer to not reset for a smog check?

No . With the check engine light on there is probably a DTC diagnostic trouble code stored in the computer . Have code read ,diagnose and repair problem . Suggest you take your vehicle to a qualified repair shop and have if fixed right .

About 6 to 8 starts the engine turns by won't fire. Turning off key 3 seconds then on it fire. Mercury Mountaineer 5 liter

If you mean "won't fire" to mean won't start, then: There may be a problem with the fuel pressure needing time to reach the proper pressure. Something like "pumping it up" with several tries. It could be a weak fuel pump, a tiny hole in the fuel supply line, or a fuel pressure regulator. It seems like the fuel system has lost pressure upon being off. There may be other things as well, but these are the most likely causes.

I have a 2010 Mercury Mountaineer front left brake locking up sending signal like if it's spinning out

As i understand it your left brake is locking up because the car thinks that wheel is spinning out. This could be due to a bad wheel speed sensor, frayed sensor wiring or problem with the associated control system. If a warning light is on then start by having the codes read. You may have to go to a repair facility as some of the autoparts stores only have basic code scanners that cannot read systems like abs, traction control, airbag etc.
