Try removing the plastic cover over the seat pivot and look for loose lever linkage rod components. You may be able to engage seat locking pawl manually. A pinch hazard exist so be careful where you place your fingers

I have a 2010 Mercury Mountaineer front left brake locking up sending signal like if it's spinning out
As i understand it your left brake is locking up because the car thinks that wheel is spinning out. This could be due to a bad wheel speed sensor, frayed sensor wiring or problem with the associated control system. If a warning light is on then start by having the codes read. You may have to go to a repair facility as some of the autoparts stores only have basic code scanners that cannot read systems like abs, traction control, airbag etc.
