Ok! this sounds like your fan is not working the heater is a water system. The fan pushes the air into the system. The fan is on a fuse, check that first. If its ok, Have the fan checked to see if power is getting to it. If so the unit itself is bad.

ignition switch, relay or starter motor. Get it diagnostic tested to verify. Dont guess!! It will cost a fortune.

Go to a junk yard or used parts store and have them locate you a new seat or latch if it can be replaced.

Is the shifter on the floor or on the column ?
