I suggest hooking it to a scan tool that will access the ABS/ BCM functions of the PC and find out what code it is showing. That will lead you to what the issue is.

If you are talking about an automatic transmission, then yes it is normal. When you drop it into Drive or Reverse, the torque converter is now mechanically connected to your transmission, which is connected to your driveline, through the fluid inside your torque converter, which creates a drag on the engine, causing the rpms to drop. Sounds like a ecu problem but to be sure get the OBD read and this will give you the code number for the faulty sensors,component
