If you can verify that it is engaged, then likely a bad switch.

There are possibilities that come to mind.

The first (and I'm not familiar with your specific ride-on) is, often there is a speed limiter that only a parent can remove. It generally limits the speed to 1/2 full speed. Most often this is a screw located on the accelerator pedal that limits the pedal travel to 1/2 full range. Removing this screw will allow the toy to travel about 5 mph.

The second is the battery. Just because it develops 12 volts is no real indication that it can supply sufficient current to the motor. (Think CCA's as related to a car battery). Over-charging by leaving it connected more than 24 hours, or running it completely will damage these batteries and they wi never be able to produce sufficient output.

Yes you can drive it in four wheel drive mode.

The Belts are not Tensioned Properly.....A full field condition will occur at the Alternator after Cranking the Engine,resulting in belt slippage.....Also Check the A/C compressor belt.....It is under a substantial load and will cause belt slippage as well.......Do not over tighten these Belts.......1/16 in belt deflection between farthest pulleys.......
