Already spent $963 for tune-up, emptying removing and cleaning fuel tank and new carb kit. Obviously the job job was done by someone who does'nt know much. Engine runs fine (now) but with full throttle, max is 40 km/h. And it's not the throttle restricting screw. Thanks
If low performance was the original reason you took it to a repairer, it is clear they have failed to discharge their contract with you and you have grounds for complaint and to expect the repair completed for little or nothing extra.
There are a number of possible reasons why an engine that runs fine would be down on power and if the fuel system really needed that big clean out, it could still be fuel related. A carb and fuel system that was in a bad state often needs cleaning a couple of times, especially if water was a problem.
Other possibilities are a strangled intake, a strangled exhaust, low compressions especially due to bad intake valves or bad valve timing.
Another (unlikely) possibility is that of ignition timing which will likely be electronic with programmed advance characteristics. It is unlikely but it is possible the programme could be damaged leaving the ignition timing too retarded at speed to produce proper power.
It is also worth considering things like tyre pressures, binding brakes, wheel alignment...

hi buddy set the needle clip to its normal condition and also on the carb is the mixture screw you need to turn this all the way in and out 1 turns and try this you will always get a bog if you rev fully too quick i had this problem with my kx85 and it was just this hope this helped mate i will send the pic in a mo

adjust the needles both all the way in until they stops. unscrew both 1 1/2 turns and start engine. slowly accelerate and if it bogs down unscrew the HIGH SLOWLY until full speed is gain. some times you have to unscrew a little the low speed too. is a matter of playing with it. be patient you will get it. if you are still having problems you may have to take the bottom of carb. out and make sure the gas inlet needle is letting pass gas into the carb. chamber.

the high speed check valve is most likely stuck and not allowing fuel to flow properly. the bad thing is it cant really be fixed. i have had some luck removing everything and putting it in an ultra sonic cleaner for about 10 minutes. however the fix doesnt usually last long. may want to look in to a new carb.

Depending on where you are, you could be getting carbeurettor ice. It's rare, but has happened to me with a 35hp outboard in early morning when temp was just above freezing but humidity was high.
