The battery lights dropping down while the scooter is in motion is normal; the motors are drawing current from the batteries which is going to drop the battery level slightly. However, if you see the battery indicator lights dropping off steadily while the scooter is in motion (1 bar every few minues or seconds) this can indicate a battery problem. It sounds like this is normal operation!

If you are only getting 1 volt at the charger then that explains your problem. The charger is failing or has failed. You probably did not need to replace the batteries, hopefully you still have the original batteries and can put them back in and return these ones you purchased. Then use that money to buy a new charger...
