Need upper and lower sealing
I've been told you can order replacement gaskets from Rival, about $6/set 1-800-557-4825 and $8 shipping, so may want to stock up (prices were quoted from 2012)
My rival seal a meal does not vacumn the air out when it is sealing. what is the problem and how do I fix it
There is air leaking in somewhere. Make sure there are no wrinkles in the bag at the sealer location. Also, make sure the seal on the bottom of the bag is complete or the machine will simply suck air from the bottom and out the top. Make sure there are no food particles stuck in or to the sealer mechanism.
I don't have a Rival but have a Foodsaver vacuum sealer. If I have trouble getting the air to vacuum out, I remove the black foam seal from the machine, run it under water for a minute, shake off the excess, and reseat the seal. For some reason, the water helps create a seal. It also helps remove food that may have leaked onto the foam seal.
If the wire that heats and melts the bag is damaged, it may not be sealing the bag completely.

Need a blade retaining nut
If you need the grey plastic type, I can't help; but, if you need the metal type, I probably can. I normally stock recycled threaded shafts and thumb nuts for old Rival and Magic Hostess metal-framed (not folding plastic) slicers. I also have new rubbers suction cup feet and friction-reducing blade washers.
Timer times out after first
If it starts steaming and then turns off with "00" flashing in the timer, the likely cause is the thermal beside the heating element is cutting out below the 130 degrees centigrade. I found the company that made the thermal and they sent me 2. Their manager seemed surprised that their component was failing. He wanted me to let him know what the problem ended up being. I got the new thermal and after putting in the steamer, the unit was working just like it should. The company that made my thermal was Zhongshan Hengfeng Thermostat Co., Ltd in China. My thermal had their logo followed by HF. You have to pull the thermal to see the information on the thermal. The complete data on the thermal is:

My rival rice cooker does not work. i plug it in
It is a blown thermal fuse. On 6-cup Rival it is across terminal where power comes into cooker. You can replace thermal fuse for less than a dollar in under an hour. Remove the bottom of the cooker. The thermal fuse is covered by a heat wrap sleeve across input terminal.
